Cécile Philippe holds a doctorate in economics from Paris-IX Dauphine University and a Diploma in Advanced Studies in business management in developing countries. She created the Institut économique Molinari in 2003 and has headed the Institute since then. She writes extensively on Covid and the economics and co-authored reports on the effectiveness of public policies for fighting the pandemic.
